Membership Announcement
When we set up the new E-USA website, we did not have an automated way of checking for membership, which has required people to ask to be marked a "member" to receive privileges. We have now built a system that is capable for performing the membership checks automatically: currently, it is being used only to turn membership on, but soon we plan to start using it to also turn membership off for accounts where membership has lapsed. If you find that this has happened to you by mistake, please be patient and contact us so we can sort out what has happened: retpagxestroj at esperanto-usa dot o rg.

It might be possible, but it's complicated by the fact that you're talking about file attachments. Drupal generally puts all of the files in a place where the webserver can serve them directly. There's another way of managing attachments, but it means that you're using PHP to serve files, instead of the webserver (which is much less efficient and would affect all attached files) and requires having a directory outside of the web tree (which we don't have).
There may be other ways to accomplish what you want. Now that I know you're interested in this, I'll look into it.
