5th or 6th Congress?
The 1910 Washington Congress was really the Fifth, coming after the 1909 Sixth Congress in Spain! From Amerika Esperantisto, January 1909...
ABOUT THE FIFTH CONGRESS
The Dresden Congress voted to hold the Fifth Congress at Chautauqua and the Sixth Congress at Barcelona, in 1909.
The Konstanta Komitato de la Kongresoj, realizing the unadvisability of holding two Congresses during the same year, asked Spain to postpone the Sixth Congress until 1910.
Spain, claiming its rights as voted by the Fourth Congress, has decided to disregard the request of the Konstanta Komitato and announces that it will hold its Congress August 22-27, that is: during the very week scheduled for the Chautauqua Congress.
Finally, realizing the absurdity of the situation, General Sebert, president of the Konstanta Komitato, appealed to the E. A. of N. A. to postpone its Congress until 1910.
While it seems absurd to postpone the Fifth Congress until after the Sixth, and while we have just as much right to stand by the vote of the Fourth Congress as Spain ever had, the E. A. of N. A. desirous of avoiding friction and of showing all possible courtesies to the Konstanta Komitato, has decided to grant its request.
This closes the incident.
We wish the Barcelona Congress all possible success, we shall do what we can to help it along and shall certainly send to it duly accredited and instructed delegates to represent us.

Cool - this is the kind of bizarre historical trivia that makes me wonder if they are mentioned in books about the history of Esperanto, or if you have just discovered something forgotten for decades. :)

New to me
This was new to me. There was nothing about it in Sed Homoj kun Homoj. I went back and re-read the parts relevant to the 1910 UK when I went to Washington to meet with the organizers of next-year's LK in Washington. It's going to be a great congress!
